Build warning fix.

Make it possible to turn off building client-side libraries, and still
build almost everything else by using the headers and libraries installed
under ProjectRoot.

Make sure extension headers are installed when building either the server
or client sides.  This makes sure that the headers are under
xc/exports/include as expected by the server-side build.
It's arguable that they shouldn't be installed by 'make install' when
building the libs isn't enabled.
